When trying to program an extra FOBIK to this van I get

Unable to unlock ECU
Anyone know what this means??? Did the WCM enter Anti-Scan Lockout? or is the FOBIK the problem. When I went to data, the numbers didn't match in each key. One started with 61 and the new one started with 60 and the rest of the numbers were all different as well. Help anyone? :(
I have, but they I don't see the FOBIK option on my t300. Only to erase all keys, didn't want to try it bc I'm not sure it'll work. Those are clones of Advanced Diagnostics and the procedure says to choose FOBIK option which it doesn't have. Only one I could communicate with was Chrysler CAN 3 but no option to program FOBIK, just erase keys and program keys.
x100pro and Autel Maxidas can do it ,,launch i dont know ,,,i have x431 pro 3 and i have many problems when i try to programs keys ,,,like Ford,,,never work ,,,,i wrote to launch support and they never answer,,, the worst support arround the world
