What's the difference between Launch CRP 123(Launch Creader VII+) and Launch CRP 129 (Creader VIII). Well, to cut the story short, CRP129 is an upgraded version of CRP123. So can you upgrade the 123 to the 129? No, the hardware will not support it.
Having said that, I am pretty sure that you want to know more details. As the authorized dealer of Launch products, I will just paste the comparison list I got from Launch Company.

As we can see, the Launch CRP 129 has improved its function on the basis of CRP123. The invention of CRP129 blurs the lines between a code scanner and a professional scan tool – it adds features such as steering angle reset, oil service light reset, brake pads reset, read dynamic data stream, not to mention along its complete generic OBDII.
With these new features, the CRP129 costs about $100 more than the CRP123. I have used both of the tools. If I am an auto mechanic, I would throw away $100 or more without hesitate, because the CRP129 runs ultra fast!
