x431 GDS, currently updated. Can not access the PATS system on this vehicle to program keys for new PCM. Does this scanner not have the capabilities for this make/year?

Will the Launch PAD II do a manual desoot for the exhaust on the 6.4 or 6.7 diesel? I also wonder if it will do the same on a cummins 6.7 2009-2014?
